Amaravati Declared Sole Capital of Andhra Pradesh as Lok Sabha Passes Amendment Bill

The Lok Sabha on Wednesday passed the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, officially declaring Amaravati as the sole and permanent capital of Andhra Pradesh, ending nearly a decade of uncertainty over the state’s capital.

Clear Legal Status for Amaravati

The Bill amends the Andhra Pradesh Reorganisation Act, 2014, replacing the earlier mention of a “new capital” with a clear statement that Amaravati will be the capital.

It has also been given retrospective effect from June 2, 2024, marking the end of Hyderabad’s role as a shared capital between Andhra Pradesh and Telangana.

Bill Passed with Support, YSRCP Walks Out

The legislation was passed through a voice vote with support from BJP, TDP, and Congress.

However, the YSRCP staged a walkout, raising concerns over lack of clear timelines for farmer compensation and delay in allotment of developed plots.

Congress supported the Bill but again demanded Special Category Status for Andhra Pradesh.

End of Three-Capital Proposal

When the YSRCP government, led by Y.S. Jagan Mohan Reddy, came to power in 2019, they halted work in Amaravati. Citing the Sivaramakrishnan Committee report (which had cautioned against a single mega-city), the government proposed the Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020. The decision effectively ends the earlier three-capital model, which proposed Visakhapatnam as Executive Capital, Amaravati as Legislative Capital, and Kurnool as Judicial Capital.

With the new law, Amaravati becomes the single centre of governance.

Relief for Farmers and Boost for Investment

Leaders supporting the Bill called it a major relief for nearly 29,000 farmers who had given land for the capital project.

With over ₹56,000 crore worth of infrastructure projects already underway, the move is expected to increase investor confidence, speed up development work, and strengthen the state’s economic growth.

Political Significance

The development is being seen as a major win for Chief Minister N. Chandrababu Naidu, who has consistently backed Amaravati as the sole capital.

What Lies Ahead

With legal clarity now in place, Amaravati is expected to emerge as the main administrative and economic hub of Andhra Pradesh, finally ending years of political and administrative confusion.
