Transgender Community in Odisha Protests Against Proposed 2026 Amendment Bill

Bhubaneswar: Members of the transgender and gender-diverse community in Odisha gathered at Master Canteen Square on Tuesday to protest against the proposed Transgender Persons (Protection of Rights) Amendment Act, 2026 (Bill No. 79).

The protesters expressed concern that the new amendment could negatively impact their rights, identity, and dignity.

Key Issues Raised

Participants said the bill may weaken the right to self-identify one’s gender, which they consider a basic and essential freedom. They fear that individuals may no longer have full control over defining their own identity.

Another major concern is the proposal for mandatory medical verification. According to activists, requiring approval from medical authorities for gender recognition interferes with personal privacy and autonomy.

There were also fears that the changes could indirectly push individuals towards undergoing medical or surgical procedures to obtain legal recognition, which many described as unfair and inhumane.

Concerns Over Inclusion and Safety

Community members highlighted that the proposed law might limit the recognition of diverse gender identities, potentially excluding several groups within the transgender spectrum.

They also pointed out the absence of strong measures to prevent discrimination, violence, and abuse, raising concerns about increased social and legal vulnerability.

Demands of the Protesters

During the protest, participants called on the government to:

  • Protect the right to self-identify gender
  • Remove any requirement for medical or surgical certification
  • Strengthen legal protections against discrimination and violence
  • Ensure equal opportunities in education, healthcare, and employment

Appeal to Authorities

The protesters urged the government to review the proposed amendment and make changes that uphold equality, dignity, and fundamental rights for transgender individuals.
