Government Clarification:

Transport Minister Bibhuti Bhushan Jena directed strict enforcement of the rule across Odisha. The decision was originally taken by the State Transport Authority in its July 19, 2023 meeting. Following this, the Transport Department instructed all RTOs to implement the ban, including denying permits, ownership transfers, and related services for such vehicles.
