Odisha Bans Outdoor Work During Peak Heat Hours from April 1 to June 15

Bhubaneswar: As temperatures begin rising across the state, the Odisha government has imposed strict restrictions on outdoor manual work during peak afternoon hours to prevent heatstroke and related illnesses.
The order, issued by the Labour & Employees' State Insurance Department, will come into effect from April 1, 2026, and remain in force until June 15, 2026.
Key Guidelines
Under the new directive, all outdoor manual labour is prohibited between 11:00 AM and 3:00 PM. The rule applies to government departments, private companies, industrial units, commercial establishments, and contractors.
Safety Measures for Essential Work
In cases where work cannot be stopped, employers must follow strict safety measures:
- Provide shaded rest areas for workers
- Ensure continuous supply of drinking water and ORS
- Keep first-aid and medical support ready
- Adjust work shifts to early morning or evening hours
State Gears Up for Heatwave
The government has also activated multiple heatwave preparedness measures across departments:
- Education: Schools and colleges advised to hold morning classes and avoid outdoor activities
- Healthcare: Hospitals directed to set up dedicated heatstroke wards
- Urban Areas: Authorities in Bhubaneswar have started water kiosks and increased water sprinkling on roads
Strict Warning
The state government has warned that strict legal action will be taken against any employer or contractor who violates the midday work ban.
With forecasts indicating an intense summer ahead, authorities are urging both employers and workers to follow guidelines and stay safe.
