BMC to Start Garbage User Fee in Bhubaneswar from This Month

To improve waste management and cleanliness in the city, the Bhubaneswar Municipal Corporation (BMC) has decided to collect a monthly user fee for garbage collection from residents and commercial establishments starting this month.

There are about 3.18 lakh households in the BMC area. Through this move, the civic body aims to collect over ₹10 crore every month, said Bhubaneswar Mayor Sulochana Das.

Why the User Fee Is Being Introduced

The Mayor said the decision is in line with Swachh Survekshan guidelines. The user fee will help:

  • Ensure daily door-to-door garbage collection

  • Improve waste segregation at source

  • Make transportation and processing of waste easier

  • Strengthen the city’s overall cleanliness system

She added that Bhubaneswar has already improved its cleanliness ranking significantly and now aims to be among the top three cleanest cities in India, with public support.

User Fee Rates (Monthly)

Residential Houses

  • Up to 800 sq ft: ₹50

  • 800–1200 sq ft: ₹75

  • Above 1200 sq ft: ₹125

Shops, Markets & Vendors

  • Roadside vendors & vending zones: ₹50 per month or ₹2 per day

  • Market shops (200–500 sq ft): ₹100–₹250

  • Shops above 500 sq ft: ₹500

Commercial Establishments

  • Guest houses: ₹500–₹1,000 per room

  • Shopping mall shops: ₹100–₹500

  • Warehouses: ₹100–₹1,000

  • Hotels: ₹1,500–₹10,000

  • Dhabas, sweet shops, coffee shops: ₹500–₹2,000

  • Liquor shops: ₹750

  • Fast food outlets: ₹2,000 for up to 100 kg waste, plus ₹10 per extra kg

Institutions & Facilities

  • Schools & colleges: ₹500–₹3,000

  • Coaching centres: ₹500

  • Health institutions: ₹500–₹5,000

  • Cinema halls: ₹10 per seat

  • Beauty parlours & salons: ₹500–₹1,000

  • Showrooms & service centres: ₹500–₹1,500

Event & Large Venues

  • Marriage halls, community halls, fairs: ₹10,000–₹40,000 per acre, depending on area

Extra charges will apply for additional space or higher waste generation.

How This Will Benefit the City

According to BMC officials, the collected funds will be used to:

  • Improve garbage collection services

  • Support sanitation workers

  • Upgrade waste processing infrastructure

  • Maintain cleanliness across all wards

Additional Commissioners Kailash Chandra Das and Ratnakar Sahu were present during the announcement. BMC appeals to citizens for cooperation in the cleanliness drive.
