Bhubaneswar: In a strong step towards secure and self-reliant governance, Odisha has decided to use its own email system and video conferencing platform for official government work.
This change is aimed at protecting sensitive government information and reducing dependence on private, third-party digital platforms.

The new official email system has been developed by the Odisha Computer Application Centre (OCAC). Along with this, the state has introduced ALAP, a homegrown video conferencing app, which is now mandatory for government meetings and conferences.
Both platforms are designed keeping government needs in mind, with a clear focus on safety and reliability.
Data Will Stay Within the State
One of the most important parts of this decision is data security. All emails, video meetings, and related information will be stored in Odisha’s own data centres.
According to the government, this will:
Keep official and administrative data safe
Reduce reliance on third-party servers
Give the state full control over its digital information
From Blocks to Secretariat
The new system will be used at every level of administration — from block offices to the state secretariat. The IT Department has already issued instructions to district collectors and department secretaries to adopt these platforms without delay.

Easy Access on Mobiles and Devices
Officials will be able to use the email system and ALAP app on mobile phones, laptops, and other digital devices, making daily work smoother and more flexible.
