France Urges Revisions to Trump’s 28-Point Ukraine Peace Plan

Paris | November 26, 2025 — French President Emmanuel Macron has welcomed former U.S. President Donald Trump’s proposed Ukraine peace plan as a “step toward dialogue,” but warned that several parts of the document “need to be discussed, negotiated and improved” before Europe can support it fully.

Macron’s remarks came during a press briefing in Paris, where he stressed that any final peace deal must respect Ukraine’s sovereignty and cannot be shaped solely around what Russia finds acceptable.


Says Proposal Moves in Right Direction — But Not Enough

Macron acknowledged that Trump’s 28-point proposal shows a desire to move the war toward a political resolution.
However, he cautioned that “some aspects give an idea of what might satisfy Russia. That does not automatically mean these points should be accepted by Ukraine or Europe.”

The French President warned that Europe cannot endorse a peace agreement that results in “a form of capitulation” for Kyiv.


Ukraine Must Decide Its Own Future

Reiterating France’s long-held position, Macron said only Ukrainians have the right to decide what territorial or political compromises they are willing to make.

“No one can speak on behalf of Ukraine,” he said, adding that European nations would continue to support Kyiv’s decisions rather than impose terms.


Security Concerns: Ukraine’s Army and Europe’s Role

Macron also outlined Europe’s concerns about the security conditions attached to the U.S. plan. He said Ukraine must retain full freedom to rebuild and strengthen its military after any ceasefire.

“Ukraine’s first line of defence is its own army,” he said. “There can be no limits on that.”

He added that Europe is prepared to contribute to a post-war ‘reassurance force’ that could involve French, British, and Turkish participation — a mechanism intended to protect Ukraine from future aggression.


Frozen Russian Assets Remain a European Decision

The French leader made it clear that the issue of frozen Russian state assets, which Kyiv hopes to use for reconstruction, lies entirely within Europe’s jurisdiction.

“These assets are in Europe. So Europe decides,” Macron said, signalling that the European Union will coordinate independently of the U.S. when determining how such funds are used.


European Divide Over U.S. Proposal

Trump’s plan has drawn mixed reactions across Europe. Some leaders see it as an opening for diplomacy, while others fear it could pressure Ukraine into territorial concessions.

Macron positioned himself in the middle ground — open to negotiation, but firm that any deal must protect Ukraine’s long-term sovereignty and security.


What Happens Next

Diplomatic advisers from France, Ukraine, and other European states are expected to study the proposal in detail over the coming days.
Macron confirmed that Europe will “engage constructively” but insisted the final framework must guarantee a just, durable, and Ukrainian-approved peace.
