     French President Emmanuel Macron has unveiled a new 10-month voluntary military service program for young citizens, calling it a necessary response to “accelerating global threats” and a rapidly shifting European security landscape. The initiative, beginning in mid-2026, aims to strengthen France’s defense readiness without reinstating mandatory conscription.

Announced on Wednesday, the program will be open to 18- and 19-year-olds, who will volunteer for training and service exclusively within French territory. Macron emphasized that participants will not be deployed to foreign battlefronts or conflict zones.

The scheme marks a significant step toward building what the government calls a “hybrid military model”—one combining active-duty soldiers, reservists, and several thousand new volunteers each year.

Macron noted that “Europe must prepare for future challenges,” citing the war in Ukraine and heightened tensions with Russia as key motivators.
