Odisha Culture Development Service Gets Major Push from Cabinet to Strengthen Odia Culture

Bhubaneswar: The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, today approved 12 proposals from 10 different departments.

At a press conference following the meeting, Chief Secretary Anu Garg announced that the Cabinet has cleared the Culture Department’s proposal related to the Odisha Culture Development Service (OCDS), paving the way for its stronger implementation.

The service, created earlier by the Cabinet, is aimed at promoting the Odia language, culture, and literature across the state. Of the 66 sanctioned posts under the service, 33 have already been filled, while clear promotion avenues for the remaining posts have now been put in place.

Under the newly strengthened framework, OCDS officers will take cultural programmes directly to the grassroots. This move is expected to improve clarity in roles, streamline administration, and ensure more effective execution of cultural initiatives.

The Odisha Culture Development Service was originally constituted through a Cabinet order dated February 19, 2024. The latest decision does not introduce a new service but focuses on strengthening its rollout and day-to-day functioning.

The overarching goal of the service remains the preservation, development, and promotion of Odisha’s rich and diverse cultural heritage.

Along with strengthening the Odisha Culture Development Service framework, the Cabinet chaired by Chief Minister Mohan Charan Majhi today approved several major policy and development decisions:

  • State Cooperation Policy 2026 approved to strengthen PACS, LAMPCS, cooperative banks, dairy, tribal, handloom, fisheries, housing, and marketing cooperatives for better last-mile delivery.
  • ₹17,250 crore Automobile, Aerospace & Defence Manufacturing Complex approved at Gajamara in Dhenkanal, with an employment potential of 20,000 jobs.
  • State Council on Science & Technology approved to promote scientific temper among students and technology awareness among the public, with a budget allocation of ₹254.85 crore (FY 2025–26 to FY 2029–30).
  • Odisha Uniformed Services Staff Selection Commission Rules, 2026 approved, defining recruitment and service conditions of the Chairman and Members.
  • Financial support for international flight operations from Bhubaneswar to Dubai and Singapore cleared.
  • Upgradation of minor irrigation projects through diversion weirs approved to strengthen irrigation infrastructure.
